The Strategic Communications & Campaigns Manager will help shape and implement a communications and advocacy strategy aligned with PWYP’s global strategy – Vision 2025 which lays out the roadmap towards a world where everyone benefits from their natural resources.

Publish What You Pay is the world’s largest network of civil society organisations working to promote transparency, citizen participation and accountability in the oil, gas and mining sectors. We work with communities in more than 40 countries to ensure that the revenues generated by natural resource exploitation benefit all citizens, rather than a small elite.
PWYP was established more than fifteen years ago and we have come a long way. From a handful of organisations in 2002, the network has grown to include more than 700 member organisations across the world. We are a founding member of the Extractive Industries Transparency Initiative, the first global standard for good natural resource governance.
Our advocacy has led to milestones in accountability, such as legislation that requires major extractive companies like BP and Total to publish what they pay to governments for their natural resources. Combined, these successes have led to billions of dollars of extractive revenues to be publicly disclosed, a level of transparency that seemed unachievable just a few years ago.
Our global strategy – Vision 2025 – a people centred agenda for the extractive sector, builds on our success in securing unprecedented levels of transparency from the extractive industry, while placing more emphasis on making sure that transparency leads to broader changes that improve the lives of citizens in resource-rich countries.
It prioritises greater citizen participation in the governance of oil, gas and mineral extraction so that people can exercise their right to take part in decisions that affect them and can hold the powerful to account. It also aims to connect to international efforts to curb poverty and promote sustainable development, redress inequality and prevent disastrous climate change.
PWYP’s annual budget of GBP £3 million and growing and is supported by a mix of private foundations and governmental donors and it is in a healthy financial position. To preserve its independence, PWYP does not accept funding from oil, gas or mining companies.

The Strategic Communications & Campaigns Manager will be a strong conceptual and strategic thinker who will work closely with colleagues at PWYP and across our member network to conceive and execute powerful advocacy campaigns driven by strategic communications. They will need to build relationships with, and be in regular contact with, staff in countries including Senegal, Cameroon, Lebanon, Uganda and Turkey.
The Strategic Communications & Campaigns Manager will be charged with helping both the PWYP Secretariat and national PWYP coalitions and members to become better coordinated when it comes to advocacy and communications to maximize the strength of their voices in national, regional and global fora.
They will play a leading role in identifying the advocacy opportunities in the global landscape, working with partners to shape joint campaigns, and in preparing powerful visual and written communications for distribution to key decision-makers as well as via social media and journalistic outlets.

Lead the development and implementation of highly effective campaign strategies that will influence key target audiences
Scope global campaign opportunities in close collaboration with the Member Engagement team and Civic Space Advisor and develop and drive global advocacy campaign plans/strategies
Lead the development and implementation of a media strategy and outreach for campaigns.
Coordinate messages and press outreach to advance PWYP’s regional and global advocacy campaigns.
Identify the need for and orchestrate the production of factsheets, talking points, blogs and other campaign material to ensure coherent, aligned and effective advocacy messages across the movement.
Manage all campaign/advocacy materials for message consistency and effectiveness
Build and manage relationships with media and key partners and develop joint messages and statements to key targets
Orchestrate all press/media work, including writing, developing and pitching press materials (e.g., press releases, joint statements, op-eds) and other outreach tools to deliver consistent and clear messages.
Establish, develop and consolidate media relations and media lists
Identify, coordinate and leverage opportunities to advance PWYP’s campaign efforts (e.g. anti-corruption day, Extractives Industries Transparency Initiative conferences, Open Government Partnership Summits, International Anti-Corruption Conference, PWYP global assembly and other key meetings)
Lead rapid, appropriate response media efforts when PWYP members are under attack.
Support and promote diverse pool of spokespeople/story tellers from within the PWYP membership
Strategically elevate the voices of PWYP members as spokespeople whenever possible; actively seek out opportunities to do so (e.g. at key global and regional internal/external events).
Support PWYP members to develop compelling media stories for regional and global advocacy priorities.
Actively and regularly contribute to the PWYP Monitoring, Evaluation and Learning (MEL) framework
Track and log media mentions and other relevant communication and campaign data for MEL framework.
Lead reflection on learning from communication, campaigning and media engagement and adapt strategies accordingly.

Technical Experience & Knowledge:
5 years’ experience in a communications role
Outstanding writing and story development skills
Ability to effectively manage the production of reports and publications
Proven track record in developing and implementing campaigns and associated communication and advocacy strategies
Proven track record in managing consultants, including development of terms of reference where required
Proven organisational skills and ability to work under pressure
Experience of using social media
Fluency in English is required (written and spoken); other languages an advantage (e.g. French, Russian, Arabic, Spanish)
